After Five Years of Slow but Steady Progress, Construction Is Ready to Explode This Year at Mesa del Sol

Forest City Covington says more than $500 million in private investment, including $60 million in company equity, has already been committed to Mesa del Sol, which is coming out of the ground in a major way this year south of the Sunport.
Since the original development deal was announced in 2002, Forest City spent three years on behind-the-scenes work.
"One of the things that took us so long was, quite frankly, preparation," Forest City Covington president Michael Daly said.
In 2005, the first sign of physical progress was construction to extend University Boulevard from the airport area to Mesa del Sol. The road was completed in October 2006.
Forest City closed on its $9.5 million purchase of 3,000 acres from the University of New Mexico in 2006. The land represents Mesa del Sol's first phase, with a 15-year build out.
Local startup Advent Solar has already occupied the first 87,000-square-foot building at Mesa del Sol's Innovation Park since the fall of 2006.
Innovation Park is the name given to the initial 200 acres of land zoned for commercial uses.
Advent, which makes solar cells based on technology developed at Sandia National Laboratories, has about 160 employees. It plans to grow to as many as 1,000 by 2010.
"Advent Solar (building) was built with cash," Daly said. "We didn't have a bank loan yet."
Mesa del Sol's second company was 168,000-square-foot Albuquerque Studios, owned by Santa Monica, Calif.-based Pacifica Ventures and the state's first soundstage facility.
Employment at the Studios— opened in the spring of 2007— can range up to 2,000 depending on the film production schedule.
Fidelity under way
Site work began a month ago on Fidelity Investments' $27 million office building.
The building will be completed in two phases. About 116,000 square feet will be ready in December, while the remaining 100,000 square feet will be ready in March 2009, said Chris Anderson, director of commercial development at Forest City.
In the meantime, Fidelity will launch its operation to offer human resource services to corporate clients this summer at a temporary office.
The company will start with about 250 employees and expand to 1,250.
Imageworks on track
Site work is also under way on the two-story, $6 million Sony Imageworks building, with completion expected in September, Anderson said.
The 50,000-square-foot building is the first phase. In the next two years, a 15,000-square-foot data center and second 35,000-square-foot office building will be built as the second phase of Sony's campus, he said.
Sony expects to employ 100 at first, then gradually expand to 300 to 400.
Schott on its own
Schott, which purchased 80 acres at Mesa del Sol, broke ground last Monday on its manufacturing plant. The state Land Office says it still owns the land, but Schott officials say that's just a technicality. Sealed bids are to be opened April 4.
The building will have about 15,000 square feet of offices and 175,000 square feet of production space, said company spokesman Brian Lynch.
Production space will be divided into two general functions:
Construction costs are a small part of Schott's initial $100 million investment in the Mesa del Sol plant, Lynch said. Most of the money will go to equipping the plant and startup labor costs, he said.
Schott expects to hire 350 workers.
With 80 acres, the company has the room to expand by 600,000 square feet and add another 1,150 employees in the future.
Keeping it local
Forest City is awarding work on its projects almost entirely to Albuquerque-based contractors.
"One of our philosophies is to keep those construction dollars here in the local community whenever possible," Anderson said.
Klinger Constructors, which built the Advent Solar building, is the general contractor for the town center and Fidelity buildings. Enterprise Builders Corp. is the general contractor for the Sony building.
Both the Fidelity and Sony buildings were designed by Dekker Perich Sabatini, a local architectural and planning firm.
Also working on both the Fidelity and Sony buildings are local companies Chaparral Electric Co., Hanna Plumbing & Heating Co. and Mechanical Concepts.
Grand housing plans
Housing will follow the jobs being created at Innovation Park.
About 35 model homes are expected to be ready by May 2009 in the area immediately southwest of the town center.
A projected 350 houses will be built during the following 12 months, with the construction pace increasing to 600 each subsequent year, said Amy Coburn, director of residential development at Forest City.
A mix of residential units is planned in the opening phase, ranging from higher-density townhouses and clustered homes to more traditional single-family housing.
The houses will range in size from 950 to 4,000 square feet, with most being two stories. Prices will range roughly from $160,000 to $600,000.
"We don't set the prices; the builders will," Coburn said.
Forest City will pick six home builders by early June and provide them with a 150-page design manual. The builders will design, build and sell their own versions of the different housing types, she said.
By the end of this year, the subdivision lots should be ready for the builders to start construction, Coburn said.
Additional plans
Forest City will develop the lion's share of Mesa del Sol.
In addition to the 3,000 acres purchased from UNM, the company basically has an option to buy another 6,000 acres currently held in a state land trust.
Uses of the remaining 3,900 acres are:
A state equestrian center, featuring a 600-seat indoor arena, is planned on the county land.

Fidelity Investments to Bring 1,250 New Jobs to Albuquerque’s Mesa del Sol
Fidelity Investments Corporation will open a new operations center at Mesa del Sol to employ 1,250 employees over the next five years.

We worked hard to find this opportunity and then to go the extra mile to do everything needed so that New Mexico would be the definitive choice for Fidelity’s new operations center."
Fidelity Investments reached an agreement with Forest City Covington to occupy on a long-term leased basis, a new 210,000 square foot facility that will be constructed on approximately 25 acres within Mesa del Sol, just south of Albuquerque’s Sunport. Their new facility will accommodate the expansion of Fidelity’s Human Resource Services business. The majority of the jobs will be in customer and client services to support payroll, health and welfare, and human resources services.
Fidelity will begin establishing operations this summer in the University of New Mexico-owned Lockheed-Martin building and employ approximately 300 people by the end of 2008. The company will renovate and lease that office building on an interim basis until the Mesa del Sol facility is completed later this year. Fidelity will then vacate the Lockheed-Martin facility and pass on more than $2 million in infrastructure renovations to UNM for its Student Success Center.

Two major companies, Fidelity Investments and SCHOTT Solar
Two major companies, Fidelity Investments and SCHOTT Solar, have chosen Albuquerque’s Mesa del Sol as the site of their new operations. Fidelity is one of the world’s largest providers of financial services and SCHOTT Solar is one of the largest solar technology manufacturers in the world. Announced within days of each other in Santa Fe by Governor Bill Richardson, both companies have the potential to add thousands of jobs to the New Mexico economy in the next few years.
“SCHOTT’s and Fidelity’s selection of this location for a major facility reflects its great confidence in New Mexico’s workforce and the quality of life provided at Mesa del Sol,” said Michael Daly, president of Mesa del Sol. “It also offers testimony to the successful collaboration of the public and private sectors, at both the local and state levels, to support economic development that
will benefit the entire state.”
SCHOTT Solar, Inc. is a wholly owned subsidiary of SCHOTT AG, based in Germany. The company plans to build a 200,000 square foot manufacturing facility on 80 acres at Innovation Park. SCHOTT brings an initial 350 jobs and as many as 1,500 jobs when all phases of the plant are complete. The worldwide company will produce critical components for solar thermal receivers and photovoltaic (PV) panels at the Mesa del Sol site. SCHOTT is the second solar manufacturer to join the Mesa del Sol renewable
energy cluster, after Advent Solar. The plant at Mesa del Sol will be SCHOTT’s largest facility in the United States.
Fidelity will begin its operations in Albuquerque this year and occupy its 210,000 square foot facility at a 25-acre Mesa del Sol site later in 2008. The new campus will house the expansion of Fidelity’s Human Resource Services business, which provides corporate clients with payroll, health and welfare and human resources services. Fidelity will initially move into the UNM-owned Lockheed Martin building on University Boulevard. Mesa del Sol will then build and lease a two-story structure to Fidelity. The building will be constructed in two phases, with Phase I ready for tenant occupancy in December 2008 and Phase II complete in March 2009. Once Fidelity moves to its permanent facility at Mesa del Sol, they will donate the temporary quarters at Lockheed to UNM for its Student Success Center.
Daly said the long-term strategic effort and financial investment made by Forest City Covington for Mesa del
Sol’s economic development was a contributor in landing SCHOTT and Fidelity. In early 2005, Forest City Covington created an in-house economic development department and initiated an aggressive economic development master plan. Mesa del Sol’s economic development team began working alongside state and local economic development organizations to identify and attract employers in targeted industry sectors. This significant investment by a real estate development company is unusual in the economic
development marketplace.
SCHOTT representatives said key to their selection of Mesa del Sol is the high level of commitment by the city, county and state; the site’s proximity to one of the leading research centers for solar energy, Sandia National Laboratories; New Mexico’s geographic proximity to key solar photovoltaic modules and to concentrated solar power (CSP) markets of the southwest; and the state’s supportive business climate. Mesa del Sol’s Advent Solar Building Earns LEED Certification
Mesa del Sol’s first building, leased and occupied by tenant Advent Solar, has been awarded LEED® “Leadership in Energy and Environmental Design” Certification for Environmental Sustainability by the U.S. Green Building Council. The building is among a handful of buildings in Albuquerque to earn LEED Certification and the first at Mesa del Sol.
“LEED Certification provides an independent, third-party verification that a building meets the highest green building and performance measures,” said Michael Daly, president of Forest City Covington, developer of Mesa del Sol. “LEED Certification supports Mesa del Sol’s sustainability goals of ensuring that environmental considerations are included in our business, financial and operational decision making.”
Daly said that Advent Solar CEO Peter Green will receive recognition by the U.S. Green Building Council and a LEED Certification plaque to be mounted on the building. The Advent Solar building is the fourth Forest City Enterprises building to be granted LEED Certification.
“Together with Dekker/Perich/Sabatini, the architectural firm that designed the building, Advent Solar, and the entire Mesa del Sol team, we take great pride in being recognized with this designation for our commitment to being a good steward of the environment,” said Daly.
There are a number of environmental and financial benefits of earning LEED Certification: LEED-certified buildings have lower operating costs and increased asset value; send reduced waste to landfills; conserve energy and water; are healthier and safer for occupants; reduce harmful greenhouse gas emissions and demonstrate an owner’s commitment to environmental stewardship and social responsibility.
“Advent Solar would like to thank the Mesa del Sol and Dekker/Perrich/Sabatini teams for their hard work in providing a cutting-edge LEED facility for us to conduct our operations,” said CEO Green. “Sustainability is a core value of Advent Solar, and being able to manufacture in a building that has received the LEED certification reaffirms our commitment to the environment. The Advent Solar building is energy efficient, featuring a number of 21st century innovations, such as high-efficiency HVAC units and low-flow plumbing fixtures that will reduce the consumption of natural resources. It was built using concrete tilt construction, which contains a high percentage of recycled and low-emitting materials. Large overhead glass doors light the manufacturing spaces. The grounds feature accommodations for multiple bicycle riders and designated parking for hybrid fuel vehicles. All landscaping is xeriscaped, and Advent Solar has a cistern for water harvesting and efficient irrigation.
The sustainability goals for the building began at the start of design with Dekker/Perich/Sabatini and continued through construction when Klinger Constructors, LLC, the general contractor, implemented practices to reduce offsite silting through uncontrolled run-off and separation of construction waste for further recycling.
The Advent Solar building has also been honored with the Southwest Contractor magazine award for Best Industrial
Building in 2007 and the NAIOP award for the Best Industrial Building in 2006.

Albuquerque Tops Real Estate Market Forecast List
Albuquerque’s housing market retains its number one spot with a projected 9.1 percent in appreciation for the year on HousingPredictor.com’s 2008 prediction list of the Top 25 Real Estate Markets. The website annually ranks housing markets and
provides “independent real estate market forecasts for local housing markets in all 50 U.S. states,” conducted by a team of journalists, researchers, analysts and economists.
“Driven by strong local economies the Top 25 housing markets with the highest forecast appreciation are further proof that all real estate is local in nature, and that despite news reports that the entire nation’s housing markets are depreciating, many states have
housing markets that are appreciating strongly,” notes the website.
Fifteen states are represented in the Top 25 markets, including New Mexico. Following Albuquerque on the list are McAllen, TX with projected appreciation of 8.9 percent and Salt Lake City, UT with projected appreciation of 8.6 percent.

Earns Forbes Magazine Ranking
Albuquerque, New Mexico was recently ranked number eight in the Forbes “Best Cities for Jobs” list published in the magazine’s October 2007 issue. Previously, the city held the 24th spot in 2005.
Magazine editors used five data points as criteria to rank cities–unemployment rate, job growth, income growth, median household income and cost of living—during 2006 since only partial data is available for 2007. The magazine evaluated the nation’s largest 100 metropolitan areas, as defined by the U.S. Census Bureau, as well as data from resources including Moody’s Economy.com.
Albuquerque’s data points are as follows (on a scale from 1 to 100):

Mesa Del Sol Highlighted in the New York Times
Mesa del Sol took a top spot in a recent New York Times article by reporter Lisa Chamberlain.
In the article, Chamberlain pointed out that “Mesa del Sol is different from the standard mixed-use project that has evolved over the last couple of decades. For starters, it is huge–three times the size of Stapleton, Forest City’s other well-known large-scale project, which is at the site of a former airport outside Denver.”
The article also stated, “The development partnership, known as Forest City Covington New Mexico, has focused on job creation before building a single home. Most new mixed-used projects build homes and shopping first in hopes of attracting employers who will create jobs,” adding,
“The emphasis on job creation at Mesa del Sol can be directly attributed to the development deal itself, which Forest City Covington entered into with the state and the University of New Mexico (which jointly controlled the land).
For every phase of construction, there is a job-creation goal, which cannot be met simply by having companies relocate from within Albuquerque. If a goal is not met, tax incentives for the next phase of development do not take effect.”

Effective July 1, 2007, New Mexico manufacturers of advanced energy vehicles, fuel cell systems, renewable energy systems, or any component of an advanced energy vehicle, fuel cell system, or renewable energy system may qualify for a tax credit of 5% of qualified expenditures and may be deducted from the taxpayer's modified combined tax liability. In addition, each qualified energy generator may earn an income tax credit of one cent ($.01) per kilowatt-hour for the first 400,000 megawatt-hours (=400,000,000 kilowatts) of electricity produced using a qualified energy source for 10 consecutive years, beginning with the first year of production. Finally, New Mexico has a long history of governmental support for sustainable technologies. The state’s two U.S. senators lead the Senate Energy and Natural Resources Committee. New Mexico Governor Bill Richardson (a former U.S. Secretary of Energy) has helped lead the charge on industry incentives. And Albuquerque Mayor Martin Chavez, one of the first mayors in the country to sign the Kyoto Protocol, created city-wide programs that resulted in Albuquerque winning the 2007 Mayors’ Climate Protection Award from the U.S. Conference of Mayors.
